Legal Question in Criminal Law in Kansas

My uncle was accused of 5 accounts of human trafficking 2 years ago and was scheduled to go to trial this week. Now all the charges have been dismissed and they are filing the charges under a "different section" in Kansas law... They say now that the right to a speedy trial will be reset as if a whole new trial will be going on, how can they start the whole 2 year process over? I thought that you could only be tried once, they can't make up new charges? All of this happened 2 years ago and they don't have enough evidence to support the claims that his wife (the one he "trafficked") has made. Can you please help!

There appears to be nothing to prohibit the prosecution from dismissing the present charges. As long as the statute of limitations has not expired, they can probably bring the new charges.
