Legal Question in Criminal Law in Kansas

Recently, an individual known to the
police to be a drug user, parked his
vehicle in my friend's backyard. This
was done in the middle of the night
without permission. The police said
that they could do nothing about it
because they did not see the guy do it.
The license plate on the vehicle was
expired and had never been registered
to that vehicle. A gun could be seen
through the window. The police said
the gun was legally registered to the
guy. During one of the nights the
vehicle was parked in my friend's yard,
someone put a zippered bag in it.
Syringes could be seen in the bag
because it wasn't completely zippered
shut. Despite the gun, the syringes,
and the parking without permission the
police said they could do nothing. The
guy has done this same thing on at
least two other occasions. Out of fear
of being in her own home and yard, my
friend had to pay a towing service to
remove the vehicle. I'm shocked that
this guy was able to get away with this.
Are there trepassing or any other laws
in KS that apply here. Wasn't there
enough probable cause to get a warrant
and seize this vehicle?

Yes on all your questions. What you here is a prime example of a lazy police force. Or fear on the part of the police. I would bring such events to the attention of your local newspaper. I would imagine they would find it interesting and news worthy.
