Our father passed away in February of last year, and my sister has been taking care of our mother in every aspect, even moving her in with her. My mother wants my sister to have legal guardianship of her. What do we need to do to get this done?

If your mother has capacity it would be much simpler, and cheaper, to simply have her name your sister as her power of attorney under a Health Care Power of Attorney. If she does not have capacity, a legal guardianship would be appropriate and involves, in most instances, a relatively simple court proceeding if there are no objections from other family, your mother, etc.
