Can my 20 year old brother still live where he wants and do what he wants if my mother has legal guardianship over him

If your brother was declared incompetent and/or incapacitated, your brother cannot enter into a lease agreement or move without her permission. If your mother was his guardian because he was a minor, he can probably move where he wants.
