adoption

my 8 year old daughter went to her dads for a week during the summer and he called me to come pick her up early because she was not minding. I went to pick her up and he said he wanted to sign over custody and let my husband adopt her. My question is... Will the state of Kansas let him sign over his rights to be adopted?

and my daughter told me he pinches her with clothes pins when he is mad, is this abuse?
