My brother was in jail when his daughter was born. He's not on the birth certificate and they came to jail to take a DNA from him. You so called mother tested positive for meth at the hospital and so does my niece so she was removed from his/her care immediately. Now my brother is at home and they won't let him take his daughter from tthe agency. is that legal or should he be able to just bring her home?
