child support arreages from state to state

I have a former son-in-law who moved from Missouri to Kansas who is in arrears on Child support. He currently does not owe any child support, just the arrears...

If he goes to get his drivers license in Kansas, will they prevent him because of the arrears owed in Missouri?

They may. It might be best to arrange a payment schedule with MO and get an order from the court approving it. That can be shown to the DL agency and hopefully that will help.
