court ordered medical expenses

How are court orders enforced? The court papers say my daughters father is to pay for her medical expenses and buy her clothes. He does not stay current on his $126.00 a month child support or pay for anything for her. I always have trouble at the doctors office and have to pay myself. How can I make him pay and can I get the money back I've had to pay?

Return to the Court which issued the order. . .have counsel file a "Motion to Show Cause". .why he should not be held in contempt for failure to obey the Order of the Court.
