can a custodial parent be forced to file for support

Can the custodial parent be forced by SRS or his ISO to request child support for a child in Kansas?

In order to receive any monetary or child-related benefits from the state, a parent must execute an assignment of rights so the state can claim reimbursement of funds from the absent parent. If no benefit application has ever been made, there is no way for the SRS to force a parent to seek child support.
