Legal Question in Family Law in Kansas

I sent my ex-husband notice of my intent to relocate with our children out of the state of Kansas. This was sent registered mail, return receipt requested. I mailed it July 22, he received it July 25. When does the 21 days commence, for him to respond to the notice? Does is his reply need to be postmarked before the end of 21 days (Aug 15th) or received by me by that date?

There is no 21 day rule.

Pursuant to K.S.A. 60-1610, a parent shall give written notice to the other parent not less than 30 days prior to: (1) Changing the residence of the child; or (2) removing the child from this state for a period of time exceeding 90 days. Such notice shall be sent by restricted mail, return receipt requested, to the last known address of the other parent. If the Notice is not given, penalties may apply.
