Legal Question in Family Law in Kansas
For my girlfriend to be able to get health insurance through my work,my work had us fill out a marriage waiver and have it notarized. Does that make us married? Or, if she files our taxes jointly and she claimes me as a dependant, make us married?

The items you described could be used to prove a spousal relationship. The filing as Married filing jointly is the strongest evidence. It isn't clear what you are concerned about. Perhaps you should consult directly with a family law attorney, in your area. Telling the IRS that you are married, and then denying it elsewhere, might trigger civil or criminal culpability.
You shouldn't file a Joint tax return without getting specific legal advice.
