What exactly does Health insurance consist of and
what is considered non-insurance medical expense?
respondent is to maintain health insurance on the minor children and pay 50% non-insurance medical
expenses.

One of the parents is carrying medical insurance coverage for the child(ren), most probably thru their employment. Any medical costs incurred for the benefit of the child are paid by that insurance. There may be some medical costs that the insurance carrier does not cover. . .depends on the company and plan. . .such as dental, or optomitrists costs. Whatever the medical plan does not cover, then the parents have been ordered to equally share that cost. Hope this helps.
