is there any kind of punishment for absentparents who chose not to see there children when it is court ordered??

There is no actual "punishment." If a parent who is obligated to pay child support is not seeing the child(ren), then a child support increase may be ordered. The real punishment is that the absent parent does not get the enjoyment of being with the child, and the child does not get the opportunity for interaction with the absent parent.
