My Lawyer sent my exhusband a motion of modification of our visitation agreement by certifed mail. If my ex doesn't sign for it, is it efective?

If the certified mail was signed for by someone other than a minor or disabled (as that word is used in the law) person, the service is effective. The other lawyer will simply show the court the green card receipt as evidence of service, and the court can rule on the Motion.
