Hi, my mother and their child were abandon by her ex back in 1988, he had cheated on my mom with her step sister. He would only return once a year to have her sign a document on yearly taxes stating them as dependent on him. He took advantage of this because she did not know how to read English. He never once helped her with child, never paid any type of child support, and he completely left them never to help them with anything. Can my mom sue him for this? Their son is now 27 years old. Can she sue him for not paying child support? Can she sue him for leaving her and their child at the time? Can she sue him for lying to her about signing documents?

I am sorry that this happened to your mother. Based upon what you have received, it sounds like the time to seek child support. There aren't many brief actions that are available for a spouse that is unfaithful. You described him as her ex, so one assumes that they have or had a divorce case. The division of their assets would occur in that case.. It isn't clear what lie about signing the document. Means.
