parents right when it comes to kids being put in srs custody

my 2 boys were put in srs custody and placed with my family in march of 2001. i am in a reinegration program right now through the courts. when i was in court in dec. the judge said it is coming upon the year point and set another court date for march and i have to have everything completed by march. he said that this case cannot be in the system for longer than one year. is this so. march is the year point. so when march court date comes, can he still keep them with my family till school is out or does he have to give them back to me, if i have done either thing that i am supposed to do. thank you for any help you can give me.

As you may remember from your court experiences, the sole consideration of the court when determining where a child should be placed is. . ."the best interest of the child". The court will consider the total circumstances of what is best for the children. . .that includes, has the parent wishing custody 'successfully' completed all the tasks the court has ordered?
