primary residential custody

I'm primary residential parent. Does that mean if I want the kids staying with me all the time, I have the right to keep them? My ex is awarded parenting time. Does that mean she has the right to keep them for a couple days or just daytime visitation? She is in the process of moving 30 minutes away and wants the kids to stay two nights a week with her. With me being residential parent, do I have to let her take the kids?
