Sole legal custody entitles one parent to make all day-to-day decisions concerning the child, without the necessity of contacting the other parent. It appears that you need to take action to collect the child support that has already accrued. Parenting time is a separate issue, although we understand your reasoning that pursuit of child support may cause the father to pursue parenting time. Your decision ultimately depends on whether you are happy with the status quo.
