Transfer of child custody

My ex-husband and i have joint custody of my daughter who will be 16 in 4 days. She wants to live with me full time now. She has lived with him for 8 years. What is the quickest, least expensive , and easiest way to accomplish this. My ex says NO WAY.

No question of most expedient way to handle this. . . .hire legal counsel to file Motion for Modification of Custody.
