Legal Question in Civil Litigation in Kansas
My 90 year old mother has had a security light installed on the back of her home since an attempted break in in the mid 1980's. No one has ever complained about the light in all these years, and now a neighbor behind her home complained to the City about my Mom's light bothering them. What are her rights? The light has always made her feel secure in her home, and she does not want it removed.

Perhaps a guard or shroud can be put on the light, so that it does not shine on the neighbors house. Your Mom can feel secure, and they sill no longer be annoyed.
Good luck
