It depends on what kind of action you want taken on a particular petition or application. An I-824 is filed to perform some action on a filed petition or application. Let's presume you filed an I-130 on someone's behalf and it was approved. Now you need to move that petition to a U.S. embassy overseas. Well, you would file an I-824 to move the petition from the service center to the national visa center (dept. of state) so that they can proceed with the consular package for the beneficiary. There are other reasons for filing an I-824, but you haven't specified why one was filed.
