American partnered with kuwaiti citizen in Kuwait to help the American fincance contracts in Iraq. THe American fled Kuwait as the Kuwaiti Justice Minister found the American guilty and sentences him to 3 years in prison in-absentia. The equipment purchased by the Kuwaiti is on a US base in Iraq. How can the Kuwaiti, with assistance of another American, force the base to allow them to confiscate the equipment from the company that has the equipment? The employess of the American on this base are American also, but probably not aware that the equipment is stolen. The value of the equipment is $10 Million USD and the amount of the unpaid shares to the Kuwaiti are $12 Million USD. The total owed to the Kuwait $22 Million USD. The Marine Corps controls the base in Iraq (Al Asad). Who has jurisdiction? The US or Iraq? NCIS is handling the investigation. Why cant they stop them from selling off the equipment? The accused American is directing the grand larceny from his home in Kansas.

Your question is unclear because of overuse of "American." I don't know why NCIS couldn't stop the sale and would have to do some work to find out about that. But it sounds like you can sue in US federal court in Kansas for an injunction where the "American" resides to stop him from selling the equipment.
