Reporting of hours and unpaid work

Situation: an employer requires that workers call in the hours that they worked the day that they work. If they are late, even by one day, they do not get paid, regardless of the fact that the employer keeps records of when the employees work and could imput the information into his payroll easily. Is this legal? ex)Employee works 15 hours in a two day period of time. He/she does not have time to report the hours of this until the day afterwards, but his/her boss knew that this person worked. The employee does call in the hours on the first available day. The employer refuses to pay employee for this time worked. Does this employee have a right to anything in this situation?

There is a good chance that this is illegal. Although an employer can impose reasonable work rules, this sounds as if it is intended to punish the employee and violate the Fair Labor Standards Act and Kansas Wage laws.
