Legal Question in Employment Law in Kansas

I work in Kansas as an employee for a company that is headquartered in Georgia and operates stores/service locations in several other states. We are paid on a commission basis for services rendered to clients. However, we are required to be on duty whether or not we have clients, and we are not paid any hourly amount. So, a worker, in a given two-week pay period, may have been required to work for 50 hours and may receive commisions of $110 and tips of $50 for a total of $160. This works out to $3.20 per hour, compared to Federal Minimum Wage of, I believe, $7.25. Is the company following applicable wage law? And, is it Federal, Georgia, or Kansas wage law that applies?
