My landlord breached the contract we have. He was supposed to have fixed a number of problems before I moved in (all thoroughly stated in the contract), and they still aren't done a month later. Does this make me exempt from having to pay rent until all the fixes have been made?

If one breaches a contract, it may excuse the performace by the other aprty to the contract. If the repairs aren't doen, you may not have to moive in or pay rent. But, if you move in knowing that the repairs weren't done, you may have excused the other side from having to do the repairs. You were not able to provide enough facts here. Generally, under the facts you described, if you have not moved in, you may not have to pay any rent. If you have moved in, you probably owe rent.
