Is the co-lessee responsible for fulfilling lease agreement if 1st signer of lease moving out?

Yes- In most cases, the co-lessee is individually responsible for all of the lease obligations, as is the other lessee. Unless, the lease states otherwise, the lessor (landlord) can seek damges agaisnt one or both of the lessees.
