If you are a married couple in a joint possession state and one spouse wants to give the other spouse full rights to a piece of property owned jointly. Does a quit claim deed completely transfer ownersip of that property even though they are both on the mortgage?

No. The spouse will still have rights to alter or suspend a later transfer by the other spouswe, so most title insurers will not insure without a signature from the spouse on he transfer.
