Noise levels in rural area

I live in a rural addition made up of eight 5-acre plots. My next door neighbor has built a track for racing motorcycles. After a dispute, he agreed to limit the number of motorcycles to 3 motorcycles and to stop riding by 7:30 PM every night. He has not done anything he agreed to. Do I have any legal options to force him to stop riding, other than the neighorhood covenants? Only one of the neighbors in the addition are willing to get involved.

You might suggest that the neighbor pay to have a sound dampening berm installed. Then you and he go to different contractors to see what it will cost him. He may be shocled by the cost and thus be a little more enthused about keeping your previous agreement.
