Legal Question in Real Estate Law in Kansas
A person I know bought a home and has the bill of sale for that home, and then a gentlemen showed up saying he was due lot rental because all my friend owns is the bldg. and he owns the land due to him running this property like an RV park make people pay lot rental. Is this legal can a stationary building that doesn't have wheels be a RV? Can someone actually let a person build a home on land someone else owns and then a person say they own that land and due to having that land registered as an RV park force someone to pay rent on the land under that bldg

If your friend bought less than he thought he was, he should file a title insurance claim. If he didn't get title insurance, he might be able to go after the seller and/or broker for fraud. There is nothing that prevents a landowner from charging rent. But, they may be in trouble if they're trying to claim permanent structures as RVs.
