can a person have another person removed from a deed without a quit claim deed being signed?

People do what you propose, but they are sometimes criminally prosecuted for theft, fraud, or tax evasion. If the other owner refuses to deed the property, most attempts to get around it are illegal. If the other owner is unable to deed the property, there may be other ways to accomplish a transfer. You should take what documents you have and consult directly with an attorney in your area.
