I pulled over and ticketed today for not wearing my seat belt properly , my seat belt was latched but I had my shoulder harness under my left arm, the officer still gave me a ticket, do I have a chance in beating this ?

You may be able to defend yourself in this ticket. If you go to trial, it will come down to whether the judge beleives you had your belt latched. If the officer testifies that he observed the belt on being on you, then ther ewill be abattle of competing tesimony. If the cost of the ticket warrants it, you might hire counsel to negotiate a nonmoving plea for you.
Good luck
