can you be stopped in kansas for no other reason than you have a oklahoma license plate?

Strictly speaking, no. However, officers often state a valid pretext for stopping a car that they feel like stopping, such as "we got a report of a stolen car similiar to this one" or "you matched the profile of a known drug dealer".
