If a ticket is issued who is responsible
When a ticket is issued for illegal tags and no proof of insurance, who is responsible for the ticket and the consiquenses that result from that ticket, the person who is operating the vehicle, or the owner of the vehicle?

The driver, if the tickets were issued to the operator. The owner can be cited, if the vehicle was found parked with illegal tags.
