No, a person can only file once every eight years.

The law has changed since they filed. If they filed and received a discharge in a Chapter 7 bankruptcy five years ago, then they are not now eligible to file another Chapter 7 and receive a discharge -- the wait is now eight years.
They could, however, file a Chapter 13 bankruptcy if they have enough income to fund a confirmable plan and are otherwise eligible (debt limits and so forth).
