without knowing the specifics, my best guess is that restituition was not ordered, but the state reserves the right to order it later if they see fit. The second part, or what I am assuming is the second part even though there is no comma, means that the sentence imposed was conditionally discharged for 2 years. That is district court "lingo" for probation-type of sentence which means that the sentence will be withheld but you will be watched for 2 years and if anything happens to you or you commit another crime, then they have the right to bring the sentence back and impose it within those 2 years.
