My exhusband is filing bankrupcy. He owes me money for medical payments and credit cards we agreed to pay half in the divorce. will he be able to get out of this if he files?

You should get a notice regarding the meeting of creditors and about asserting a claim. If the settlement agreement in the divorce was drafted correctly, then these debts will be "domestic support obligations" and non-dischargeable as to you. It is important not to ignore his bankruptcy, though, to protect your interest.
