child support and filling bankruptcy?

my dad owes maybe 9,000 in arreages can he fill bankruptcy and pay it off like that he lives in kentucky

Child support is generally not dischargeable in bankruptcy. He might be able to work out a Chapter 13 plan which lets him spread out payments over a three to five year period. It is also possible that he is eligible for a Chapter 7 bankruptcy to discharge his other debts and then use the money he was paying on those debts to catch up on his child support.
