Please define ''public record civil court actions'' and what it entails.

It would mean that anyone who has a hankerin' to go look at whatever dirty laundry is spelled out in the pleadings that are filed, or sit in the court hearings, or get a copy of the hearings to watch at their leisure, can access those records. Nearly every court action is open to the public and creates a public record; very few court actions are closed to the public or have sealed records.
