can I still qualify to waive chapter 7 filing fee if I hire an attorney

It is still possible. However, you should elect for a deferred payment for the filing fee as it appears that you do have the means to pay as you are able to hire an attorney.

Incredibly unlikely but, as Hon. Latangie Williams says, you can spread fee payments out over a maximum of 120 days.
