I want to know if it is legal to airbrush and sell a copyright picture on a t-shirt? Such as a Disney character if I do not claim it as my own design?

It definitely constitutes a "derivative work" that violates the copyright owned by the character owner. Particularly with Disney characters, you can expect the Micky Mouse police to come after you with the full arsenal of the law, including claims for statutory damages ($100,000.00) and attorneys' fees.
Executive summary: BAD IDEA!
