As a Franchise Attorney I can tell you one big difference. A kennel is an inanimate thing, whereas a groomer is a living person. So, it's hard to imagine being a kennel. Seriously though, cutting hair usually requires special training and a special license. Boarding animals probably has no such special requirements, except possibly zoning so residents don't hear all those barking dogs - Woof! Woof! Consult with a good business or franchise attorney in your area for specific advice.
