is it legal to use an image from the clipart from Microsoft Publisher for my business stationery, newsletter and company name?

Yes, you may use clip art for any of the purposes mentioned. "Clip art" is just that, available for clipping and using, royalty-free. It is not copyrighted, and, after all, you paid for it when you purchased Microsoft Publisher.
Stay away from Disney characters, however, or you'll get a nasty "cease & desist" letter from their lawyers.
