Can the city goverment come on my property and remove shubbery without any court order and then charge me for the labor to remove the shubbery

As long as there is a official ordinance, statute, regulation or other kind of authority that categorizes sh[r]ubbery as a nuissance and AUTHORIZES the state or city officials to eliminate it at private expense; yes.
