Return of Rights
I understand that in the state of KY a person must petition the Governor for the return of his/her rights. Can I do this myself or must an Attorney?

I am not sure the exact circumstances of your loss of civil rights, but take a look at this: http://www.lrc.ky.gov/krs/196%2D00/045.pdf
Hiring an attorney is certainly not required, under this provision, but you may want to consider consulting one familiar with the process who can guide you on how to make your efforts most effective. (And no, I'm not the attorney who can do that.) Good luck -- it is disgusting that we still live in a time when convicted felons lose their right to vote for the very people who decide what constitutes a felony. You do a great service to your community to seek to restore your voice in matters of public affairs.
