Is this considered copyright infringment?
A freind of mine has been having an ongoing dispute with owners of a message board. Recently the have taken his personal photograph of himself off of his website and put his head on a picture of Adolf Hitler and posted it to ther message board and placed his screen name on the pic. They also talk about him on this message board all the time saying that he is gay and all sorts of different things. My question is, is them taking his pic of his site and placing it on theirs copyright infringment? Is there any legal action that can be taken for this?

Your friend may have some common law protection for images on his website and the individuals may be liable for slander or defamation.
