if a payday loan has not beenpaid can the company have you arrested or just file a civil judgement

You cannot be arrested for a civil debt. The creditor can file suit against you and seek a judgment against you for what is owed.
The creditor can then seek to collect that judgment. As part of the collection process, you can be ordered to appear and answer questions about your assets and sources of income. If the court orders you to appear (as the creditor eventually has the right to ask), and you fail to appear, the equivalent of an arrest order can be issued against you. That is several steps down the road in the collection process, though, and probably more than you wanted to know about the process.
