I was arrested for engaging in organized crime and taken to jail. I stayed there for three weeks, I was not read my right at the time of arrest is this legal

It could be. It is only necessary to read the Miranda rights to a person if they are going to be questioned while in custody. Just because you get arrested doesn't mean your rights have to be read to you.
