Legal Question in Criminal Law in Kentucky
if you commit a burglary at the age of 16 and left blood evidence and you were never arrested or brought up on any charges because they didnt know it was you can they still charge you if you are now 22 years of age and they find out you did do it because your DNA is now in the system because of another case in the state of kentucky?

So long as the statute of limitations has not expired on the specific charge they are bringing, absolutely, they can still charge you. The circumstances of the crime will determine whether it is a misdemeanor or a felony, and how long the statute of limitations actually is.
