Who do I need to contact first since I found my bookkeeper has been stealing money and paying her personal bills out of my business account. I've asked her for all my property and she refuses to give it to me since I discovered this?

That would be the police. You need to take all of the evidence you have against her to the police and file charges against her. Then you might need to get an attorney to help you recover your stolen property.
