I need know what is a court order that requires the government to bring a prisoner or someone accused of a crime to court and explain why he or she is being held

What you are referring to is a Writ of Habeas Corpus; which in Latin literally means "bring the body." It is an Order signed by a Judge and directed to the jailer or custodian, commanding that the prisoner be brought into Court for a determination of the legal basis of the detention.
